i origionally asked about too much fuel checked codes an then proceeded to check stuff dfi an coils were replaced but 13 was still showing up so i put a 60mm body on which was opened a little more now engine light comes on less frequently an runs better now however 13 shows but only sometimes

Personally I would be getting rid of that second fuel reg. Throw up some pics of the setup buddy. Interested to see.
Sounds like the genuine has died and they have put the second one in to try and rectify the issue.
Also sort out that relay wiring and find out why it has been done this way.
Once your car is running your pump is on at all times. The fuel pump is called a fixed displacement pump meaning output pressure/flow is set and does not vary.
The fuel pressure reg is there to ensure that the rail pressure is kept
at an optimal level which is done using the vacuum produced by the engine at different throttle positions.

thanks guys for your help it is confusing me an i dont wanna sound like a pain,
but wat if i told you the pump relay had been hard wired an it wont cut off once primed
also there is a 2nd reg on the return line

its got me beat wat problem was to rewire the relay an why the second reg is there although it coughs an farts on load from time to time an i try ride it out or half clutch it but tonight i tried to turn off the motor an start again this made it go away im so lost lol

Your fuel pump will not cause over fueling. Your o2 sensor will if not working correctly. Also a dicky fuel reg will cause you drama's.
Just a quick check while running pull the vacuum line off the regulator and take note of what the engine does.
Also while the vacuum line is off make sure there is no fuel on the vacuum side of the regulator this will indicate a buggered regulator.

The oxygen sensor code 13 only triggers on when the voltage from the sensor doesn't vary outside a set voltage range. Since you have seen a small improvement in fuel consumption by cleaning it!!, For the amount of fuel your using, the price of a new one would be a small price to pay. I have priced them from Repco for $60,

Change it!!!

thanks for your info :) however if the light dont come on any more does this mean i solved the problem? it dont show code 13 atm could this also mean the 02 is good?

i do know a little bit more fuel is getting in and not sure were its at i may have to rip out the relay that was put in under the dash an try fix the original pump relay wiring to find out better wat is actually happening there.

The wire that is used in the sensor is very fragile and easily broken.
If you take the sensor out hold the washer and wiring and put the sensor to your ear.
Gently shake the sensor holding it close to your ear and listen for any rattles.
If it rattles it is buggered and needs replacing.
Here is a couple of videos for test proceedures - http://www.youtube.com/watch?v=vdn4Dk5PSwc

You may also notice the testing they are doing is on a front wheel drive version of the buick V6

throttle cleaner dried it out stuck back in so far i cleaned put it in used the different throttle an the 2nd time i opened the butterfly a little more with idle screw seems to be heaps better than it was an engine light has not come up yet.

even though its much better than it was im still doin 1L every 4km my mates vs 5L does that

Code 13 is oxygen sensor has it been replaced??
Also no there is no way to slow down the fuel pump.
Just saw your other thread. How did you clean the sensor??
The only thing on the sensors you can actually clean is the thread which is the earth.
Sensor itself cannot be cleaned.
Check all the wiring to sensor but by the sound of it you need to replace the sensor.
