Clear coat... protective coat. Stop damage to paint and stops peeling and so on. Most old cars do it, and blue is very common to do that.

Boost me, and double clutch me so i can get my. Loss of Traction!

It's all in the prep-work when it comes to paint. Poor prep will have the paint sheeting off like no one's business regardless of whether it is clear coated or not.

There's a lot of good books on the topic aswell as some great information online (for free!) so the info is out there if you look.

To prevent the paint getting any worse until you spray, give it a good wash, cut and polish and then a wax- the best products you can afford. The wax should help protect it from the elements and although it won't fix anything it might mask some defects.

to answer the question on how to stop paint flaking off plastic surfaces, you need to mix a flex compound into the paint prior to painting, this allows the paint to flex when heat hits the plastic and expands/shrinks.
