im looking at resting my ecu. and understand how its all dun but my vn doesnt have a rev tacho in the dash so for me to keep a constant rev of 3000 after the reset. is kind guessing i suppose any word on tools/equipment i may be able to use or even how much to (manualy) pull/push the trottle body to get a 3000 range

No need to get it to exactly to 3000 rpm. Just take it for a drive and that should be fine.
 

What's the difference between understeer and oversteer?
Understeer is when the driver is scared.
Oversteer is when the passenger is scared.

if you reset it properly you will hear the revs raise then drop , once they have dropped you know its reset!

im new to this site as u can imagine and also found heaps of great info on here. ill be doing that in the next week or so
im going over my whole car and doing everything in the way of maintenance.
